Countries Increasing Work Visas for Foreign Workers in 2025

Germany and Italy are at the forefront of this effort, planning to increase their work visa quotas in 2025 to address labor shortages and boost their economies.

These countries are known for their robust job markets and high quality of life but face a shortage of skilled workers in key sectors.

Expanding Work Visa QuotasTo fill these gaps, both countries are set to increase the number of work visas issued. This move is expected to support their economies by filling essential roles in various industries.

Germany’s Work Visa IncreaseGermany, a major force in the European economy, is actively working to overcome labor shortages. In 2025, it plans to issue 22,422 additional work visas, a 10% increase from 2024. 

The country issued 177,000 work visas in 2023 and increased this to 200,000 in 2024. By 2025, the number is projected to reach 222,422. This increase is part of the Skilled Immigration Act, which makes it easier to hire foreign workers. 

Currently, Germany has over 400,000 job vacancies across multiple sectors, including healthcare, technology, engineering, and skilled trades. Germany’s attractive salaries, excellent social benefits, and high living standards make it a desirable destination for foreign professionals.

Italy’s Visa IncreaseSimilarly, Italy is set to increase its work visa limit by 10,000, bringing the total to 165,000 for 2025. The number of work visas issued by Italy was 136,000 in 2023, which grew to 151,000 in 2024. 

By 2025, Italy aims to have welcomed approximately 452,000 foreign workers over three years. Of these, 93,550 will be seasonal work visas mainly for agriculture and hospitality sectors, covering roles in harvesting, planting, farm maintenance, hotel staffing, and food service. 

Italy’s vibrant culture, growing economy, and affordable living costs also make it an appealing option for foreign workers.
